In its 250 years of statehood, Afghanistan has gone through numerous episodes of political rupture. The principal causes of these upheavals have remained more or less the same: an underdeveloped economy and the inability of the rulers to shift from a tribal political culture, to a more participatory national politics based on modern and democratic national institutions and rules of governance. As a result, with rare exceptions, the rulers of Afghanistan have depended on foreign patrons and not on the human and material resources of the nation to rule. This political milieu of buying the support of tribal leaders has led to fratricidal wars of succession and pacification, with devastating consequences, resulting in extended periods of political and social unrest and lawlessness. These bloody conflicts, often called jihad by the contestants, have facilitated and even invited foreign interventions by the British, Russians, Pakistanis, Iranians, and now the Americans and their allies.

The author of The Post-American World, Fareed Zakaria, has a reputation that suggests the prototype for the twenty-first century Renaissance man. Zakaria was born in India, with Muslim roots but a secular upbringing. He was educated at a Christian school, then at Yale and Harvard. He studied international relations with two luminaries in the field, Samuel P. Huntington and Stanley Hoffmann. Add to this good looks, a facility with words and experience in journalism, and it is no wonder that it was he who succeeded in getting a serious foreign affairs show on to CNN

Rivals by Bill Emmott & The New Asian Hemisphere by Kishore Mahbubani

The world bank’s 1993 report, The East Asian Miracle, conveyed the quasi-religious awe prompted by the economic progress of many East Asian societies in the last quarter of the twentieth century. While somewhat self-serving (it was funded by Japanese money), it set the tone for much of the political and economic analysis of East Asia in the 1990s and its prospects. With few exceptions, we were told that the future belonged to Asia, that export-oriented industrialisation and selective liberalisation were the keys to growth, and that Asian societies had certain cultural features which furthered their comparative advantage and questioned the universality of Western notions such as democracy and human rights. This suddenly ended in July 1997 when the collapse of the Thai baht prompted a series of currency crises that produced political and social turmoil across the region. The Asian financial crisis, borne of bad investments, dodgy government–business relations and that favourite of the press, ‘crony capitalism’, raised questions about the foundations of Asia’s strength and the ‘Asian century’.

A decade ago, security was the poor cousin to economics in policy studies and public discussion.  When John Howard took office in 1996, we were in the midst of an era of euphoric globalisation in which the popular imagination was dominated by wonder at the spread of the free market, growing volumes of trade and finance, and seemingly ever-rising wealth and standards of living. As Paul Kelly has observed, Howard realised early that in this context a government’s perceived capacity to manage the economy – balancing budgets, reducing unemployment, keeping interest rates down – was, to the mind of the electorate, the prime indicator of its fitness to govern. Australians, living through the longest economic boom in decades, had become fearful of a return to the days of economic turmoil and uncertainty. In this era, national security was a most unfashionable topic – at best a distraction, at worst a distortion of the ‘beautiful numbers’ delivered by globalisation.

The Rise of Anti-Americanism edited by Brendon O'Connor and Martin Griffiths

Conservative columnist Mark Steyn has mocked modern progressives for having no enemies, just friends whose grievances are yet to be accommodated. The decision as to whether grievances are best accommodated or confronted is one safely made only if informed by a deep understanding of the particular discontent. Brendon O’Connor (Senior Lecturer in the Department of Politics and Public Policy at Griffith University) and Martin Griffiths (Associate Professor of International Relations at the same institution) have edited a collection of thoughtful and lively essays aimed at increasing our understanding of the assortment of grievances, anxieties and criticisms known as anti-Americanism. This timely volume, comprising a dozen contributions by respected scholars from the US, Britain and Australia, largely succeeds in this aim.

‘The US scares North Korea.’ If you are George W. Bush or Dick Cheney, you may be satisfied with this statement by former US diplomat Donald Gregg. But what if this brings us to the brink of disaster? In this timely and important book, Roland Bleiker exposes this schoolyard philosophy for what it is: a dangerous and simplistic recipe that has brought North-East Asia to the brink of war too many times in recent years. Ever since the North Koreans announced in 2002 that they were withdrawing from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and were on the brink of developing a working nuclear capability other countries in the region have been justifiably alarmed.

Phil Sparrow lived and worked as a UN aid worker in pre-9/11 Afghanistan for nearly three years. Evacuated when the country was attacked by the US, he returned to Australia and worked as an interpreter for Afghan refugees in Australia. In this book, Sparrow writes about his experiences in Afghanistan and Australia, and his reading of the Australian government’s response to refugees, particularly those from Afghanistan.

The publisher’s blurb that accompanied my review copy of Joseph Nevins’s book makes two prominent assertions. One is that the United Nations has given Indonesia a six-month deadline to prosecute war crimes committed in East Timor in 1999. The other is that Paul Wolfowitz, a former US ambassador to Indonesia and an architect of the 2003 US invasion of Iraq, was complicit in East Timor atrocities. I suppose such attention-grabbers are needed to sell books in today’s over-saturated literary markets, but these two do little justice to the broad sweep and value of Nevins’s latest work. (Under the pen name Matthew Jardine, he has written two others on East Timor, and is something of an activist on the subject.)

Reflecting on the sixty-year history of the United Nations, it seems obvious that this is an organisation created through the slow and tortured process of natural evolution rather than the product of careful, intelligent design.

Years ago, back when the UN had barely escaped its adolescence, the Nobel laureate and eminent diplomat Ralph Bunche observed that ‘the United Nations is a young organisation in the process of developing in response to challenges of all kinds’. He referred to institutional enlargement that typically continued as the global agenda grew. Agencies soon developed to coordinate the work of other agencies. Consequently, the modern UN became a haphazard creature, made up of a bewildering mix of political organs. Each part is intended to serve a different purpose, whether maintaining international security, advancing respect for fundamental human rights, or promoting economic development. And each component comes labelled with an almost impossible array of scientific-sounding designations (EcoSoc, for instance, UNEP, UNESCO, UNICEF and plenty more to make up page after page of abbreviation lists).

‘Since the end of the Cold War, foreign policy has become economic policy.’ It was March 1999 when I put this cliché du jour to a British bureaucrat handling policy about cultural industries and trade agreements. The World Trade Organisation was young, the New Economy was everywhere, the NASDAQ still had 3000 points to rise. But we were walking across Trafalgar Square, Nelson was watching and I should have known better. ‘That,’ she said tolerantly, ‘is what they told us in 1948.’ As we spoke, NATO forces were at war. Bill Clinton, who had won the first US election since the Cold War by reminding his predecessor about the economy, had decided that force was now required in the Balkans. He’d already apologised for not using it in Rwanda. Two-and-a-half years later, the mutual defence provisions of Australia’s military alliance with the US would be activated for the first time. The Cold War was over, but there would be plenty for diplomats to talk about besides trade deals and prosperity. Later in 1999, the collapse of the Seattle ministerial meeting of the WTO showed that even economic policy was going to be hard work.
