When the former Labor prime minister Paul Keating appeared at the National Press Club in March 2023 to savage the bipartisan commitment to acquire nuclear-powered submarines under the AUKUS agreement, he did so only days after Anthony Albanese had stood alongside his British counterpart Rishi Sunak and US President Joe Biden in San Diego to announce the ‘optimal pathway’ for the agreement. Fluttering above them were the respective flags of the three nations. In the background lay berthed the USS Missouri, a Virginia class submarine lined with American sailors and festooned with its own bunting. But as Keating noted in typically pungent fashion, on that day ‘there was only one payer: the Australian prime minister … there’s three leaders standing there … [but] only one is paying … our bloke, Albo. The other two, they’ve got the band playing, happy days are here again.’

Nearly fifty years ago, when President Lyndon Johnson decided to begin scaling down Washington’s disastrous war in Vietnam, the Australian Minister for the Air, Peter Howson, confided to his diary that ‘to my mind it’s the first step of the Americans moving out of Southeast Asia and … within a few years, there’ll be no white faces on the Asian mainland’.

Australia’s fraught journey with China continues. The Albanese government now wrestles with the same harsh global and regional realities as its predecessors. The crisis brought about by US House of Representatives Speaker Nancy Pelosi’s visit to Taiwan in early August now appears to have ruptured much of the initial attempts on both the Australian and Chinese sides to at least begin talking to each other again.

On 17 November 2011, President Barack Obama quoted Banjo Paterson to an audience of Australian and American military personnel at RAAF Base Darwin. He recited a question that Paterson posed about Australia in a poem he wrote to celebrate Federation in 1901: ‘Hath she the strength for the burden laid upon her, hath she the power to protect and guard her own?’ The question haunts us still. Obama assured his listeners that the answer was ‘yes’, but everything about the circumstances of his speech suggested the opposite.

The Australian team that won the 1991 Rugby World Cup must rank as one of our most charismatic national sport teams in modern times. The side that defeated England in the final at London’s Twickenham Stadium included several players now regarded as undisputed greats of global rugby: John Eales, Tim Horan, Jason Little, Michael Lynagh, and captain Nick Farr-Jones. There were also stirring ‘underdog’ stories: players who seemed to rise from nowhere that year to play starring roles, such as fullback Marty Roebuck and wing Rob Egerton. In Tonga-born flanker Viliami Ofahengaue, there was an early hint of the changing demographic of élite rugby players in Australia.

Surely it wasn’t meant to be like this. In early September, Prime Minister Scott Morrison was set to attend a lavish ceremony in Washington to mark the seventieth anniversary of the signing of the ANZUS Treaty. On the same trip, he was due to sit down in person for the first time with his US, Indian, and Japanese counterparts, fellow members of the ‘Quadrilateral Security Dialogue’, or ‘Quad’, a gathering primed to be a regional counterweight to China.

According to the conventional wisdom, Australians are not overly fond of official orations. Russel Ward’s so-called ‘typical Australian’ was ‘taciturn rather than talkative’, and John La Nauze, biographer of Alfred Deakin, noted that Australians were ‘inclined to associate sophisticated speaking with condescension or insincerity’. Alfred Deakin’s eloquence, he added, was ‘surpassingly rare’ in Australia. For Robin Boyd, it was probably just as well, for when Australians deigned to open pursed lips it revealed not only bad teeth, but ‘worse words’. The appearance of these two collections of Australian speeches – and another is due for release shortly, from Melbourne University Press – flies in the face of this orthodoxy. And it buries the myth that public cynicism towards political speechmaking – for politicians dominate both collections – has reached such stratospheric heights that we would all prefer a quiet doze than be subject even to an exuberant flight of rhetoric. Clearly, no matter how often speeches are spurned as chronic windbaggery, they retain the capacity to give meaning to the life of the nation and the affairs of state.
