Dennis Altman recently published a slice of autobiography, Unrequited Love: Diary of an accidental activist, addressing ‘his long obsession with the United States’. Now, as if to remind us that his training has been in political science, Altman presents us with this lively survey of monarchies old and new, constitutional and absolute, European and Asian. It has its origins in the Economist democracy index, according to which seven of the ten most democratic nations were constitutional monarchies. The list is dominated by the Scandinavian kingdoms, with Norway at the top, and former dominions of the British Empire, with Australia just scraping into the list at equal ninth with the Netherlands. As a committed republican, Altman was set thinking by this apparent alliance of monarchy and democracy.

While on the campaign trail against Hillary Clinton in 2016, Donald Trump appeared to deviate from a scripted speech he was delivering in Dimondale, Michigan. What followed was remarkable: ‘At the end of four years, I guarantee you that I will get over ninety-five per cent of the African-American vote. I promise you.’ Undaunted by six decades of black voting behaviour and his own poor standing with African-Americans, not to mention the fact that he had yet to defeat Clinton, Trump promised a ‘new deal for black America’ that would spark a decisive black shift to the Republican Party. African-Americans had long been the nation’s most partisan racial group: since 1964, no Republican presidential candidate had won more than thirteen per cent of the black vote, and no Democrat less than eighty-two per cent. Yet Trump, a man with a long and divisive racial history, vowed that he would soon rival Barack Obama for electoral appeal among African-Americans.

An Australian Republic presents itself as the book to reopen the republic debate – a defibrillator for our body politic. It turns out, however, to be another example of the lazy argument that marks much of Australia’s progressive discourse. It answers to nothing but its own echo chamber. Meaningless sentences such as ‘Australia is a nation of multiple and changing identities; a moving kaleidoscope of diverse and colourful images’ abound; baseless statements – such as ‘for many of those immigrants … a constitutional system that identified both structurally and symbolically with Australia’s British origins was incompatible, unfamiliar, and indeed alien’ – are supported with the barest of evidence (the quote’s footnote refers readers to an article in Feminist Review entitled ‘The Republic is a Feminist Issue’). Inconsistencies stick out like bookmarks: John Howard’s narrowly economic definition of Australianness ‘promotes a distinctive and exclusively white, male-orientated, Brito-centric identity’. True, perhaps, but this could equally be said about other conceptions of Australian identity presented, without censure, on the preceding page.

Vote ‘No’, some republicans said at the 1999 republican referendum, and then we will work towards a republic that is a better one than the one being put forward. When the referendum failed, many of those republicans disappeared, and the movement lost momentum. Others who campaigned hard for a Yes vote have continued to push the republican agenda along. A similar group of tenacious Australians is undeterred by the federal government’s sidelining of the reconciliation process. Since joining Australians for Native Title and Reconciliation or their local reconciliation groups, they have maintained the commitment to social justice for indigenous people that they demonstrated when they walked across the bridge or signed the ‘Sorry books’.

Was there ever an uglier duckling than Australian republicanism? It’s a movement whose end is vital to anyone who believes that a people should attempt to extend the control over their own destiny, but which, of itself, fails to inspire the slightest excitement in anyone for whom politics is a living, breathing thing. Even more suspicious are those for whom republicanism is an exciting cause. They’re a strange mob, often decent and committed people, but able to subsist on a fairly thin diet. Because so many of them are lawyers, they are always on the ball when it comes to saying how the Constitution should be changed and what new mechanism should be put in place. Because so many of them are lawyers, the movement is efficient and well run. And because so many of them are lawyers, no one else trusts them or feels comfortable working with them.

‘Ken Wark,’ says Linda Jaivin on this jacket, ‘makes postmodernism sexy.’ First cabbages, now postmodernism! Where can she take us from here? The trouble is I don’t believe her. Now that’s too easy a write-off. I’m not instinctually warm to The Virtual Republic, and I think Linda Jaivin’s line is a more than normally meretricious blurb, but Wark’s enterprise is essentially a request for conversation and why not accede to that. Still I want to protest even as I converse. The book is an olive branch masquerading as a polemic. Or, like Lindsay’s parrot who was a swagman, is it the other way round?
